The second videoconference of the Series, "Service Government Innovation and E-Government" will be held on June 15 (Thu) from 16:00~17:30(Seoul Time).
Course Information:
The purpose of this lecture is to provide an overview of the service government innovation effort in Korea known as “Government 3.0” and the future of E-Government related to service innovation. More precisely, the endeavor of governmental innovation in Korea since the 1980s and Government 3.0 as governmental innovation that focuses on a shift from government to citizens are reviewed to give some policy implications to developing countries. Government innovation has been a major agenda for the sake of citizens' happiness. Major countries around the globe are practicing innovation with a focus on 'Open Government' and 'Collaboration.' In this context, Korea faces both Challenges and Opportunities in Korea. To tackle those, the Korean government initiated government innovation, the so-called Government 3.0 since 2013.
The main characteristic of Government 3.0 is citizen-centered government innovation, which is a new paradigm shift from government-led to citizen-led government operations and increased citizen participation in the entire process of policy and service development, where citizens are directly involved in making policies. Also, Government 3.0 focuses on civil servants' mindset innovation, which is a reform that changes the government culture and transforms the public officials' mindset to focus on citizens. Finally, realizing citizens' happiness is the ultimate goal through government innovation. The vision of Government 3.0 is a trusted government and a country where citizens are happy.
To achieve the vision, Government 3.0 has three goals, service-oriented government, competent government, and transparent government, with four principles, openness, sharing, communication, and collaboration. There are some successful factors of Government 3.0. The first factor is Presidential leadership and participation of civil servants, active leadership of the President upon government innovation as well as interest and voluntary participation of the civil servants in openness and collaboration. The second one is having the world’s top-notch foundation for E-Government, cutting-edge ICT-based efficient work process essential for transparent government operation and customized service provision. Finally, active participation of the private sector in policy making process is another successful factor that establishes procedures and processes of citizens’ participation in policy making. In this context, this lecture focuses on service government innovation and the future of E-Government.
