Course Information:
Experts and citizens alike agree that the application of ICT to the
challenges of government organizations and effective service delivery has been
one of the most innovative and effective governance trends throughout the
developing worlds. Indeed, government organizations in many countries have
widely adopted ICT as a strategic tool for improving their capability of
designing and implementing public policy and administrative programs and to
provide quality services to stakeholders such as citizens, businesses and other
public organizations. Recently, based on the paradigmatic shift from an
industrial-based growth economy to a knowledge-based economy and information
society, Korean government organizations have embraced state-of-the-art
technologies and techniques to strengthen their organizational capability
within government. Korea has also made remarkable changes in providing digital
service to citizens aimed at the service integration of government for
citizens and ICT-enabled growth by working with the private sector and
citizens. Notwithstanding, government officers face numerous challenges
confronted by other countries while adopting, developing and implementing
digital government to make successful organizational changes and to deliver
quality services.
Taken together, this course is designed to draw lessons from
the large reservoir of successful initiatives and cases from a careful
evaluation of Korea’s experience in developing digital government. More
specifically, this course seeks to accurately understand, capture, and distill
the key characteristics of Korea’s digital government experience. Another
aspiration is to ponder the applicability of Korea’s experience to other
developing countries seeking to reinforce the role of ICT within their public
sector.
